Kuwait Airport Would Tighten Its Security

The customs department at the Kuwait International Airport has started installing a new device using rays to detect illegal items hidden on any passenger.
High-ranking security sources told the Kuwait Times that the highly expensive device would be very effective in finding illegal items and the device would be up and running by next week.
Furthermore, the sources added that the airport security system would be highly developed within the coming few months noting that all security and custom staff would be equipped with the latest portable devices and cameras to detect even the smallest of illegal items smuggled into the country.

When they say illegal device, do they mean commercial illegal like has agent here, or country illegal? I just want to make sure it’s only the latter.

I guess the later one, but that doesn’t really matter, if it doesn’t pass throught the airport, it qould for sure through many other places depends on the demand
